This is a lovely simple craft, which gives the toddler a lot of opportunity to spread around lots of gloopy PVA glue.
The scales are made of tissue paper circles, cut into segments (one circle makes eight scales). The fish shape fills an A4 piece of card, giving the toddler lots of space.
